My guess is that the rule was passed some time around 1991-92, and that it applied to all hunters over age 12. This would mean that anyone born after January 1, 1980 would be covered by the new rule. At least it's not like North Dakota ... anyone born after January 1, 1961 is required to take hunter's safety!
